Mauldin passes $38.3M budget with tax increase: City Council notes

Here’s a recap of the June 17 meeting of Mauldin City Council.

Final approval: 2024-25 fiscal year budget

Council gave final approval of the city’s more than $38.36 million operation budget for the 2024-25 fiscal year with a tax increase of six mills to city residents and businesses. It also features plans for a three-mill tax increase to residents and businesses within the Mauldin Fire Service Area, unincorporated areas around Mauldin that are served by Mauldin Fire Department.

The budget includes spending to:

  • Create a Mauldin Police Department traffic team by hiring four new patrol officers.
  • Hire new employees including three fire fighters, two sanitation drivers, one parks division staff member and one street division staff member.
  • Allocate funding to support Greenlink’s Route 601.
  • Purchase various capital equipment such as six police cars, a grapple truck and a side-loader garbage truck.

Final approval: Rezoning for townhomes

Council gave final approval to rezone 3.3 acres between 109 and 129 Miller Road. The applicant, Barrett Wood of B Wood LLC, plans to build a 23-unit townhome community featuring rear-loading garages.

Final approval: Annexation and rezoning of city-owned property

Council gave final approval to annex and rezoning city-owned 10.6 acres on Fowler Circle.

While the city has no official plans for the property, it will be rezoned as residential.

Initial approval: Annexation and rezoning for possible commercial use

Council gave initial approval to annex and rezone 23.2 acres at Conestee Road and Lakewood Drive. The owner, MetroConnects, has requested an S-1 zoning classification, which will make way for possible commercial use.

This item will go before the City Council for final approval July 15.

Final approval: Mauldin land development regulations amendment

Council gave final approval to an amendment to its land development regulations, which helps guide the city’s Planning Commission’s decisions by providing review criteria for preliminary subdivision plats, including:

  • Evaluating if the proposed development’s land uses and intensity are consistent with the character and intent of the zoning district and comply with the zoning’s land uses.
  • Examining to see if the provision and preservation of open space and landscape buffers are consistent with the standards and intent of the city’s ordinances and regulations.
  • Reviewing the proposed layout of streets, lots, utilities and public improvements to see that they are designed in a manner consistent with the city’s policies and can be reasonably and efficiently served by the city and other public agencies.
  • Evaluating the availability of adequate public services, including, but not limited to, water, sanitary sewer, emergency response and educational facilities.
  • Examining significant impacts on public infrastructure such as roads and utilities and ensuring they will be appropriately mitigated.
  • Evaluating the proposed development’s ability to meet all standards provided in the city’s land development regulations and the city’s zoning ordinance.

Approved: Board and commission appointments

Council extended the terms of Randy Eskridge and Lyon Bixler on the Planning Commission, and Joe Sentelle and William Parks on the Zoning Board of Appeals.

Eskridge was appointed to fill seat no. 3’s mid-term vacancy in April 2022 and Bixler took over seat no. 6 in May 2022.

Since around 2009, Sentelle has occupied seat no. 1.  He also serves as chairman of the board. Parks has held seat no. 2 since his appointment in 2021.

All four appointees will serve three-year terms.
