Initial approval: Franchise agreement with Ripple Fiber
Council gave initial approval to a franchise agreement with Ripple Fiber. If approved, the agreement will set guidelines for the internet provider to follow when installing lines and the city will receive a 5% franchise fee of the company’s annual gross revenue in city limits. This item will go before City Council for final approval Nov. 14.
Other item: Hurricane debris removal
During his report to the City Council, City Administrator Shawn Bell said the city has contracted with a debris removal service to assist in Hurricane Helene cleanup efforts. The trucks began running Oct. 10 and will collect yard debris such as branches, leaves and downed trees. All other debris, including household items, construction materials and appliances, must be sorted out and disposed of separately.
Residents are asked to leave all yard debris curbside but to not place it within five feet of any structure, car or mailbox. For more information, call 864-531-0644.
Initial approval: Amendment to residential development open space requirements
Council approved an amendment to the city’s zoning ordinance pertaining to open space requirements in residential developments. If approved, new residential developments will be required to reserve 40% of its property for open space to encourage amenities. The revised ordinance will also reduce the density allowed per acre. For developers choosing a traditional subdivision design, 15% open space will be required. This item will go before City Council for final approval Nov. 14.
Postponed: Rezoning for new subdivision, commercial development
Council postponed a vote on an annexation and rezoning request for 58.53 acres on Durbin, Jones and Happy Valley roads. The applicant, Jones Family LTD Partnership, plans to use 37.17 acres to develop single-family attached homes. The remaining 15.33 acres are planned as an open space with a walking path. This item will go before City Council either in March 2025 or when the city’s residential zoning ordinance is updated.
Other item: Citizen given key to the city
Timothy “Dreze” Shell, owner of Uptown Barber Shop, was recognized for setting up a grill in downtown Fountain Inn and feeding individuals in need for days after the hurricane. Throughout his efforts, Shell said he received donations to continue preparing food.
Other item: Halloween and recycling
Bell also announced the city’s recycling service will resume Oct. 14. He also said North Main Street will be closed from Georgia Street to Hellams Street to allow for safe trick-or-treating from 5 to 9 p.m. Oct. 31.
